Met het Vlaamse Decreet van 22 december 2023 over het Vastgoedinformatieplatform (Belgisch Staatsblad<\/em> van 29 december 2023) wordt een verdere stap gezet naar de digitalisering van vastgoedtransacties.<\/p>\n\n\n\n

Het Decreet verleent verdere juridische basis aan het Vlaamse Vastgoedinformatieplatform (VIP), een elektronisch gegevensdelingsplatform bedoeld om vastgoedinformatie te centraliseren en ter beschikking te stellen. Het VIP wordt ontwikkeld door Athumi, het Vlaams Datanutsbedrijf, dat ook instaat voor het operationeel beheer ervan.<\/p>\n\n\n\n

Concreet is het de bedoeling dat de vastgoedinformatie die opgevraagd moet worden in het kader van een overdracht of verhuring van meer dan negen jaar van vastgoed in het Vlaams Gewest, via \u00e9\u00e9n enkel platform aangevraagd kan worden, en niet langer via de betrokken gemeentes, administraties of loketten afzonderlijk, die er vaak immers verschillende administratieve praktijken op na hielden.<\/p>\n\n\n\n

Ook wenst men de snelheid van de behandeling van de aanvragen te verhogen. De Vlaamse Overheid meldt in dat verband een gemiddelde doorlooptijd van de aanvragen van 12 dagen.<\/p>\n\n\n\n

Het Decreet bepaalt dat Athumi tegen betaling van maximaal \u20ac 36,50 (excl. btw) per perceel, op een beveiligde, elektronische manier en met naleving van de bepalingen ter bescherming van persoonsgegevens, een \u201cproduct vastgoedinlichtingen\u201d dient aan te bieden via het VIP. Het \u201cproduct\u201d bevat vastgoedinformatie met betrekking tot (1) het stedenbouwkundig uittreksel, vermeld in artikel 5.2.7 van de Vlaamse Codex Ruimtelijke Ordening, (2) natuur, (3) milieu, (4) huisvesting en woningkwaliteit, (5) onroerend erfgoed, (6) heffingen en (7) wettelijke erfdienstbaarheden van openbaar nut. Deze kost dient weliswaar nog verhoogd te worden met de bedragen in voorkomend geval verschuldigd aan de respectieve entiteiten die de informatie aan het VIP dienen aan te leveren.<\/p>\n\n\n\n

Vanaf 1 februari 2024 moeten alle aanvragen voor vastgoedinformatie via het VIP verlopen. Vandaag is het platform al toegankelijk voor notarissen (via de IBOT-applicatie in eNotariaat) en vastgoedmakelaars (via RealSmart of het Vlaams webportaal) en de lokale besturen zelf, maar het is de bedoeling dat vanaf 1 februari 2024 alle<\/em> aanvragen via het platform verlopen, dus ook die van andere betrokkenen (o.m. andere overheden en adviseurs) en uiteindelijk de burger.<\/p>\n\n\n\n
